E-Fare: The Future for Transit Agencies

In a 2021 survey conducted by Visa, “88% of surveyed riders expect (a) contactless option on transit.” That is a staggering number for rural transit agencies. Especially as some are still using analog reporting for their ridership counts. As rider expectations evolve, transit agencies—big or small—are looking for ways to modernize their payment systems. That’s where Access Tech came in to help Sandy Area Metro turn this vision into reality. 

Modeshift Public Transit Validators

In 2023, these agencies decided to investigate e-fare systems and collectively bid on a large RFP to implement contactless options into their buses. A complex project like this required research, negotiation, and collaboration. They needed an expert in both the transit and tech world to guide the decision making.  

Here’s how Access Tech made e-fare happen: 

  1. Research: We evaluated the current market, identifying providers that could meet the specific needs of small agencies with limited resources. 
  1. Provider Vetting: After comparing multiple vendors, we landed on Cubic, a leader in transit payment systems. They offered the right mix of reliability and scalability. 
  1. Procurement Roadblock: Cubic initially introduced a $25,000 “white glove” fee for agencies with fewer than 25 buses. This fee threatened to derail the project for our smaller clients. 
  1. Negotiation: Access Tech stepped in, rallying other agencies to adopt Cubic for their buses. We brought in Yamhill County, who contributed several buses to the project. By surpassing the 25-bus threshold, we successfully negotiated the removal of the fee—saving these agencies thousands of dollars. 
  1. Implementation: Now, Yamhill County Transit, Clackamas County, City of Sandy, and South Clackamas Transit District are all preparing to install and implement this new tech, bringing contactless payments to their riders.
